Clearihue Evacuation Sites
Each wing A, B, C, D, has a designated Assembly Point outside the building. Each wing on all floors has been assigned one or more Emergency Floor Coordinators who should be familiar not only with their assigned area(s) but also other staff working there. Floor Coordinators will direct evacuees out of the building and to the designated Assembly Points.
**The areas on the Plan listed as Refuge Areas are the Assembly Points. In the future, the safe areas outside the CLE Building will be known as Assembly Points while the safe areas within the CLE Building will be known as Refuge Areas.
CLE Emergency Coordinator Responsibilities
Ensures that the Clearihue Building Emergency Plan is kept up to date, including the appointment of Emergency Floor Coordinators. Via the Occupational Health and Safety Office (OHSO), coordinates regular evacuation drills and emergency evacuation and fire safety training sessions. Meets Campus Security and the Floor Coordinators at the CLE annunciator panel (SE wall of Clearihue).
CLE Evacuation Coordinator Responsibilities
Puts on emergency vest; directs evacuees to Assembly Points; circles the building to assess Assembly Points and Exits; collects evacuation information and reports the status to the emergency coordinator/Fire department at the annunciator panel (SE wall of CLE). Later, circles the building for all-clear when all-clear signal is given by Emergency Coordinator and/or Fire Dept.
CLE Emergency Floor Coordinator Responsibilities
The Emergency Floor Coordinators have a number of responsibilities that require knowledge and preparation before a building evacuation occurs. All Coordinators should know exits, Refuge Areas, and location of fire pulls and extinguishers in their wing. Each wing posts a physical sign designating these locations and the linked items in the CLE Emergency Evacuation Plans (heading below) outline these as well. All coordinators should be familiar with staff working in their wing, and make note of staff members with disabilities who may require additional assistance during an evacuation. In case of absence, each coordinator should designate an alternate and instruct him/her as to responsibilities and procedures during an evacuation.
Steps in chronological order during an evacuation:
- put on emergency vest
- if necessary, pull the fire alarm (only if fire is in your vicinity)
- assist with the evacuation of the building, checking all rooms (if unlocked) in the area and informing all individuals of the emergency
- direct disabled individuals unable to use the stairs to the Refuge Areas (in or near the stairwells)
- direct all evacuees to the Assembly Points outside the building and once outside keep them away from the building, fire lanes and fire hydrants
- report evacuation information (including location of disabled individuals) to the Emergency Coordinator/Fire Dept. at the annunciator panel (SE wall of CLE)
- return to assigned Assembly Point and continue to keep people away from the building until told otherwise by the Fire Dept., the Emergency Coordinator (Andrew) or the Evacuation Coordinator (Scott)
- monitor all unlocked exits on the wing and report the description of those who enter to the Evacuation Coordinator
- meet with other coordinators, Fire Dept. and Campus Security for de-briefing immediately after the fire drill
- The removal of trapped victims is the responsibility of trained response teams. Again, DO NOT go near the building until you have been given permission to do so. Either a designate will inform you to reenter or signs will be posted by FMGT: GREEN - safe to enter, RED - DO NOT ENTER (condemned), YELLOW - restricted access/not yet inspected. NO SMOKING in the event of a gas leak.
Ongoing routine: Monitors exit routes, making sure they are clear. Monitor exit lights to ensure bulbs are not burnt out. Remove wedges from doors. Report any problems the Dean.
CLE Emergency Evacuation Plans (by floor)
The Emergency Evacuation Plans display the location of fire pulls, fire extinguishers, stairs, fire hoses, and Refuge Areas in the building. All Floor Coordinators need to be aware of the layout of their particular wing or area. Click on the link to access the plans:

Individual Responsibility
Your first responsibility is to prepare your family. Tell your family where the nearest emergency reception centre is to your home. In a disaster stay away from UVic unless informed otherwise. Check the news on TV/radio/newspaper. Familiarize yourself with emergency response procedures at UVic: the Clearihue Building Emergency Plan. Whenever you evacuate the building be sure to take your purse/keys.Medical Emergency
If an ambulance is required, call 911. Give the exact location of the fire, your name and local. Also call 7599. Campus Security officers have level 2 first aid. For non-emergencies call 6683.Liability
In the event of liabilty claims, the University will cover (defend) employees acting in good faith (i.e. not maliciously) when helping others. The Good Samaritan Act also covers liability in Canada. An individual is NOT liable for failure to act (UVic might be).Information on Evacuation due to Fire
A pulled fire alarm will be detected at the main fire hall on Vernon street in Saanich and Campus Security. Bylaw: once a fire alarm sounds you MUST evacuate the building and stay away until you are offically told to reenter. Activating a false alarm is a criminal offence.- Familiarize yourself with the Clearihue Building fire alarm pulls and be prepared to pull the one closest to the fire only. If a fire alarm is pulled in a zone away from the fire it could hinder the Fire Department and Campus Security locating the fire. Report to one of the Floor Coordinators which one you pulled and why. Call 911 - give the exact location of the fire, your name and local. Also call 7599. Do not attempt to use fire hose (it is for Fire Dept. use only). Use the fire extinguisher only if you have had training and think it will control the fire.
- Do NOT use the elevator - follow the evacuation route (practised in drills) or nearest exit.
- Close doors (do NOT lock - Campus Security must have access), secure cash and close windows if safe to do so. 'Remain calm'.
- Move to the Emergency Evacuation Site (Assembly Points) where you can be accounted for.
- Do NOT re-enter the Clearihue Building without permission (all clear) from the Floor Coordinators who will receive the all clear from the Fire Department.

Earthquake Procedures
- Move away from windows, take cover, hold on at the first sign of shaking.
- After the shaking has stopped, move to the Assembly Points where you can be accounted for.
Bomb Threat Procedures
- Do not raise a general alarm. Call 7599 and Campus Security will attend, clear exits, activate the fire alarm and evacuate the building if required.
Telephone Threat
- Stay calm and courteous.
- Refer to your copy of the Bomb Threat Checklist. Copies may be obtained from Campus Security Services. Knowing the location of the bomb and time of the bomb explosion could save lives.
- After completing as much of the form as possible, contact 7599 (YES, there is always a live person at this local). Campus Security Services will determine if a building evacuation is required. Notify your supervisor and/or the Dean of Humanities, Andrew Rippin.
Written Threat
- Notify your supervisor and/or the Dean.
- Save all material for forensic examination, including the envelope or container. Avoid unnecessary handling.
Suspicious Package
- Call 7599. DO NOT touch or move the package.
- Do NOT operate cellular phones within 30 meters (100 feet) of the object.
- Open all windows in the immediate area.
- Notify your supervisor and/or the Dean.
- Evacuate the immediate area. Move to the Emergency Evacuation Site where you can be accounted for.
- Do NOT re-enter the building without permission from Campus Security Services or the Police.
CLE Building Emergency Plan Preparations
The CLE Building Emergency Plan was approved by the Saanich Fire Department on June 5, 2000. To review it, check with your general office or the Dean's Office.
Emergency Planning for Individuals with Disabilities

The Building Emergency Coodinator will keep a list of any individuals who have special skills. This list will be reviewed at annual departmental meetings on emergency planning. It is the role of the Clearihue Safety Building Committee to review the various training procedures and make recommendations.- tours of the building outlining safety items and exits.

- Emergency blankets and movers' quilts - kept in CLE auditorium
- Pocket mask for use in CPR along with a box of disposable vinyl gloves

Each person should think about the items/data he or she would require to operate at a different site. Each person is responsible for backing up his or her computer files and procedures on ADSM.
