1). Bargaining Committee Report - Ann

The bargaining committee was asked to return to the table on Wednesday,
August 14th to hear a new proposal from the University.  While at first it
seemed as though there was some movement towards recognizing the need for
progression, it became clear that it was only the University's intent to
make progression the first priority in allocation of whatever resources were
available.  There was no commitment to ensure that there would be sufficient
resources to fund progression, even to the job rate. There proposal contained
language suggesting that progression could be renegotiated if the University
did not provide sufficient funding to cover it.

The bargaining committee responded with a counter offer mirroring the
University's proposal for 1996/97: 3% progression to the job rate, 2% to
the normal maximum, and 1% to the ceiling.  These were to be entrenched in
the contract, not simply subject to the University's will to provide funding.

We were asked to reconvene for a partial counter-offer on Friday afternoon.
The University was simply proposing to establish a 3:2:1 ratio for progression,
without committing any funding to the model whatever.  Needless to say, the
bargaining committee made it clear that this was not at all acceptable.  They
also suggested that we leave progression discussions to a future contract.
This is also unacceptable, given the PSEC guidelines.

The bargaining committee is setting up a meeting for the local representatives
and executive for Tuesday, August 27, 12:00 in University Centre B238.  In the
meantime, local reps are to continue to contact their members to determine
how they are standing on the issue.
