Chapter Executive Meeting

Present: Glen Darling (President), Tom Gore, Maggie Cooper Little, Ian Thornton and Berenice Wood

Absent: Vincent Connor, John Ford and Jane Kovach,

1. MOTION (Gore/Wood) That the agenda be approved as amended. CARRIED

2. Approval of minutes: (Wood/Gore) that the minutes of July 28, 1999 be approved as circulated. CARRIED

3. Urgent Business.

3.1 Rescheduling Executive Meetings Cooper Little will check room availability and coordinate with Executive members by e-mail. The following times were suggested: 2nd and 4th Wednesday, 9:30 am - 11:30 am 2nd and 4th Wednesday, 10:30 am - 12:20 pm 2nd and 4th Friday, 9:30 am - 11:30 am 2nd and 4th Friday, 10:30 am - 12:20 pm

3.2 Possible Strike by CUPE at UVic The Chapter Executive will support any strike at UVic by CUPE locals and will encourage members to honour picket lines. Discussion will be raised at the Association/University Committee regarding:

* PEA positions to be designated as essential services. The Chapter defines essential services as those services necessary to health and safety issues (including animal welfare) and the security and safety of facilities.
* Procedures for keeping PEA members informed. This might include a special general meeting to inform members of their rights and of procedures in the event of a strike and, during the strike, recorded phone messages on the PEA office phone and bulletins on the Provincial PEA website.
* Procedures for PEA employees during a strike. It is suggested that members should phone their supervisors on a daily basis to say they had reported for duty but had encountered a picket line.

5. Reports

5.1 Local Representative's Committee (Gore)

A meeting was held on July 29, 1999. Business cards were distributed. An updated membership list will be distributed to LRs upon receipt from Human Resources. LRs will then be asked to review lists and advise any subsequent changes to the PEA office. The next meeting will be held September 21,1999, at 2:30 pm.

5.2 Seminars Committee (Cooper Little)

The committee will be meeting shortly to confirm plans for the Fall. A six-session public speaking skills course with International Training for Communication will start Wednesday, October 6. Sue Smith from Interlock has been invited to repeat last Fall's session on time management and finding balance. Glen Darling has offered to repeat the summer sessions on collective agreement awareness.

5.3 Appointments Committee. No report.

5.4 Equity Working Group (Cooper Little)

Maggie Cooper Little's re-appointment for another year's term beginning July 1, 1999, has been confirmed by the President.

5.5 Provincial (Gore)

In place of a regular executive meeting, a special meeting of the Policy Review Committee was held to review issues connected with the recent constitutional changes. Tom Gore and Ann Nightingale have given talks to prospective PEA members at Simon Fraser University.

6. Business Arising

6.1 Unfinished Business: Gore reported that the Chapter banner is finished and will be stored at the PEA office.

7. Other Business

7.1 A&AP Listserv

The possibility of changing the A&AP listserv to a moderated list and/or finding an off-campus server was discussed. It was decided that there is no need for change at this time. The list administrator will be asked to draft a message to subscribers on list etiquette, which should be sent out to new subscribers and to the list periodically. Ford will be asked to follow up directly with those concerned on issues raised following questions by Human Resource on the appropriateness of a recent posting to the list.

7.2 Performance Evaluation of Directors Reporting to the President

The Chapter has an opportunity to comment on the performance of the Director, Equity Issues, and the Director, Department of Prevention of Discrimination and Harassment. Darling will respond in support of the work of these directors.

7.3 Chapter By-Law Changes

Changes to the Provincial PEA constitution will be reflected in changes to the Chapter by-laws to change the title of Chapter President to Chairperson, and Vic-President to Vice-Chairperson. A mechanism for electing delegates to the Provincial conference will also be included. These items will be included on the agenda for the 1999 Chapter AGM.
