Chapter Executive Meeting

Present: Glen Darling (President), Vincent Connor, Susan Corner, John Forde, Tom Gore, Jane Kovach, Ian Thornton and Berenice Wood

1. MOTION (Kovach/Thornton) That the agenda be approved as amended. CARRIED

2. Approval of minutes: deferred to next meeting

3. Urgent Business. none

4. Chair's Remarks and Correspondence

4.1 Referendum Ballot: A note was sent to the list encouraging members to vote. Susan Corner will send a note to Local Representatives asking their help in getting out the vote, and a follow up note will go to the list.

4.2 A note was received concerning asbestos removal from the basement of "A" wing of Clearihue between June 14 and Aug 13.

4.3 The reclassification document for PEA members was circulated and it will be posed to Human Resources' web page shortly.

4.4 CUPE 917 indicated their thanks for the PEA's offer of support resulting from their strike vote.

4.5 Darling has been asked to attend the Faculty Association salary meeting.

4.6 The UVic PEA office will move from SAA 130b to BEC 306 in early July. Gore will arrange the move and keys.

5. Reports

5.1 Staff Officer Report (Forde)

* a member sought advice concerning a reclassification appeal;
* Forde is interviewing witnesses in connection with the Business School arbitration hearing which will be held on July 31 and Aug. 7 and 8.

5.2 Provincial PEA Executive (Gore)

Report from the June 21st, 1999, meeting:

* the UVic Chapter membership stands at 377, up 21 from last year while the number of grandparents has fallen from 46 to 33. The total membership of the PEA stands at 2351;
* various cost cutting measures are being considered, including reduced number of executive meetings;
* two budgets were discussed, one for 12 months and one for 17 months, since the results of the referendum on restructuring the PEA are not yet in.
* the SFU professional staff sign up campaign will begin shortly.
MOVED (Kovach/Thornton) to appoint Tom Gore as the UVic chapter member of the provincial executive when the constitutional change referendum passes. CARRIED

5.3 Coalition of Unionized University Employees (CUUE) Meeting (Darling/Gore)

The June 14, 1999, meeting included discussion of:
* Chapter reports;
* shared salary deferral programs were discussed;
* a CUPE bulletin on bargaining issues was circulated;
* the CUPE sessional certification was discussed. Concern was raised about the exclusion of PEA members from the certification;
* new member orientation was discussed. UVic CUPE locals have language in their contracts whereas CUPE 951 puts on monthly orientation meetings.

5.4 A/U Committee

Berenice Wood chaired the June 15 meeting. Issues included:
* a joint proposal to Senate on participatory governance and senior academic appointments;
* extra-to-load teaching;
* benefits brochure is forthcoming;
* role of the joint Benefits Committee representing UVic, PEA, faculty and excluded staff. UVic argues the committee is dead because UVic doesn't call meetings;
*
Long Term Disability insurance: who is the carrier and why are costs rising?
* proactive issues concerning posting of PEA positions;
* unilateral changes in PEA positions;
* new employees, notice to PEA within one pay period;
* UVic will propose a joint Health and Safety Committee;

6. Business Arising. none

7. Other Business.

7.1 A chapter newsletter was discussed along with strategies for adding names to the A&AP listserv. It was agreed that in future a blanket mailing will go to all A&AP staff in September. Those who want to be removed can do so then.
