3. Urgent Business:

3.1  Chapter Executive Acclamations:

Tom Gore was re-elected by acclamation as Vice-President. Ian Thornton was re-elected, and Susan Corner and Vincent Connor were elected as directors by acclamation. The new directors were welcomed to the Executive. Outgoing directors Martin Milner and Dick Chappell were thanked for their service to the Chapter.

MOVED (Milner/Thornton) that Vincent Connor be appointed as Treasurer of the Chapter and that Susan Corner be appointed as Local Representative Chair.  CARRIED

Chappell will assist with bank re-registration of signing officers.

3.2   Set dates/times for future Exec meetings

The next executive meeting will be held immediately following the Chapter AGM. Subsequent meetings, beginning on November 25, 1998, will be held on the second and the fourth Wednesday of each month from 12:30 to 2:30 pm.

3.3   Chapter AGM

The Chapter AGM will be held November 10, 1998, noon to 1:30 pm.  Darling will arrange with the PEA office for a notice of meeting to be sent to all Chapter members.

 The social, originally planned for October 30, will be arranged for late November.

3.3 Urgent Provincial AGM Business (Gore)

Neither of the two UVic candidates were elected to the Provincial Executive. The new Provincial  Executive has urged the involvement of the UVic Chapter through  having a Chapter observer attend Provincial Executive meetings and  nominating UVic members for Provincial Executive sub-committees.

MOVED (Milner/Thornton) that the chapter executive recommends and endorses Tom Gore for consideration as a member at large on the PEA Provincial Executive Education Sub-committee and Policy Review Sub-committee. CARRIED

MOVED (Gore/Milner) that the Chapter Executive recommends and endorses as members at large on PEA provincial executive subcommittees:  Berenice Wood for the Scholarships Sub-committee and Dick Chappell for the Grants and Donations Sub-committee. CARRIED

 The Appointments Committee will send a notice to the listserv to solicit additional names for provincial subcommittee positions, including Scholarships, Education, Grants and Donations and  Policy Review.
 

4.1  Course on "Conflict Resolution and Confrontation Skills"

 Information was circulated on a course to be held at the Victoria Conference Centre on December 9, 1998.

4.2  Phone directory

The Chapter entry in the UVic print telephone directory entry will be updated to list the President, Vice-President, Secretary, Treasurer, Staff Officer and the PEA Victoria office.

4.3  Pension Plan Member Trustees Election

Dick Chappell has been nominated for the Pension Plan Member Trustees Election. Once ballots are distributed, Darling will send a listserv message to members urging them to vote for Chappell.

MOVED (Milner/Wood) that the Chapter support graphic design costs up to $250 for campaign materials for Dick Chappell in the Pension Plan Member Trustees Election.  CARRIED

4.4 Bargaining Committee Formally Thanked.

 Darling has thanked members of the Bargaining Committee.

4.5  Local Representative Training.

The date has not yet been confirmed. Any directors or local representative who have not yet submitted their names for this training should contact Martin Milner.

5.1 Staff Officer Report (Forde)

  re-organization in Faculty of Business affecting PEA position being increased to full time;
  reduction of hours in Faculty of Law position at member's request to March 31, 1999;
  HR is reviewing posting of SI position;
  testing arranged re electromagnetic field in Cornett and possible health issues.

5.2 Provincial Exec Mtg and AGM (Tom)

Six members of the Chapter attended the Provincial AGM on October 26, 1998 in Vancouver.

Following the recent Provincial PEA election the table officers will be Tom Volkers, President; Ron Dumont, Vice-President;  Linda Buker, Secretary; Rob Gordon, Treasurer and Kathryn Danchuck, Past President.  Members at large are Boyd Brown, Brendan Holdan, Heather Knezevich and Martin Sills.

Executive members were appointed to the executive sub-committees and non-executive members will be sought for the Scholarship,  Education, Grants and Donations and Policy Review Committees. Only 35% of eligible UVic voters cast ballots, and the election results in an executive that has 7 members from the largest bargaining unit and one each from the two smallest.

Both UVic resolutions to the AGM were passed. One thanked the Association for acting on proposals from UVic for electoral reform and the other called for a new corporate image for the PEA. Bids are presently being solicited from three designers.

As of the AGM, membership stands at 2322 with UVic at 355 (or 15% of the total). Association assets total $5,812,247 with an investment portfolio of $5,579,892 of which 17.3% is in equities and the balance is in bonds. The executive has hired an organizer to identify and bring new bargaining units into the Association.

Tom Gore proposed that we conduct a virtual Chapter Executive meeting by e-mail to conduct a single item of business.  To that end, he made the following motion:

MOVED (Gore/Connor) That the PEA Grants & Donation Sub-committee be asked to recommend to the next PEA Provincial executive meeting that a donation of $4,000 be made to aid workers who are attempting to mitigate the recent Central American disaster.  We further suggest that an appropriate aid agency be found to ensure that these funds are used to the best effect on behalf of the workers of Honduras and Nicaragua.
